What this publication covers

This instruction defines responsibilities and provides guidance for the RED HORSE program. RED HORSE is a self-sufficient, mobile heavy construction unit capable of rapid response and independent operations in a Level I and Level II threat environment, as defined in Joint Publication (JP) 3-10, Joint Security Operations in Theater.
