What this publication covers

This publication prescribes how accountable property system of record (APSR) items and non-APSR items are managed by AFRL personnel and their in-house contractors. It applies to a portion of general equipment items that are used in the administrative, laboratory and test range areas of AFRL, but does not apply to real property, networked information technology hardware, software, or general-purpose vehicles.
Guidance under this instruction applies to the latter where all non-standard, commercially procured equipment supporting AFRL’s R&D mission and otherwise meeting APSR reporting requirements will be accounted for in ELMS Site ID DF-RDTE. All other equipment supporting Space Delta 2 operational mission and installation networks (CCI with ERRC S/U) and defense (small arms) will comply with DAF 23-series publications and host Logistics Readiness Squadron (LRS) policy under ELMS HAF Site ID FH-AFHAF. A Statement of Understanding will exist between the RDSM APO and the supporting LRS/ CC. Within Site ID FH-AFHAF, Maui will use AUIC FE5260 and UIC AD2302.
