What this publication covers

Purpose This regulation prescribes comprehensive alcohol and drug abuse prevention and control policies, procedures, and responsibilities for Soldiers of all components, Department of the Army (DA) Civilians, and other personnel eligible for Army Substance Abuse Program (ASAP) services. The comprehensive program is composed of integrated functions that include deterrence, drug testing, prevention and training, and referrals. Nothing in this regulation will infringe on the Assistant Secretary of Defense for Health Affairs (ASD(HA)) or the Defense Health Agency’s statutory and regulatory authority. In the event of any conflict between this regulation and the ASD(HA)’s statutory or regulatory authority, the authoritative law or policy takes precedence.
