This Instruction establishes the Military Substance Abuse and Behavioral Addi ction Program for the Coast Guard. This program is vital to maintain operational readiness and preserve the safety and security of the total Coast Guard workforce. As a U.S. military service and the nation’s premier maritime law-enforcement agency, we must ensure a drug-free workforce. This Instruction also establishes performance and discipline standards, including those for adjudication of drug and alcohol incidents, as well as underage drinking. Policy on other behavioral addictions such as gambling are also addressed.
This Instruction applies to Coast Guard active duty military members and the members of the Reserve component at all time s, regardless of duty status. 1-1 CHAPTER 2 ROLES AND RESPONSIBILITIES A. Objective. This chapter describes general responsibilities for Coast Guard units and military members. Subsequent chapters provide details on additional specific responsibilities. B. Responsibilities. Commandant (CG-133). Develops policy, provides oversight, and establishes, in concert with the Coast Guard Personnel Service Center (CG-PSC), procedures to administer the Military Substance Abuse Program. Commandant (CG-133) retains waiver authority for policies and standards in this Instruction, unless explicitly designated in another Coast Guard policy. Commandant (CG-111).
