Who this publication applies to

This Instruction applies to all active duty (AD) members. Active duty members are defined as members of the Armed Forces, including reservists on active duty for 181 days or longer, and members of U.S. Public Health Service assigned to the Coast Guard. This policy is affiliated with permanent change of station (PCS) transfers to accommodate special needs of family members. Coast Guard reservists mobilized and deployed for less than 181 days are not eligible for enrollment in the Special Needs Program, unless they are eligible for the Extended Care Health Option (ECHO) of TRICARE. If a reservist enrolling in TRICARE benefits chooses to enroll in ECHO services, that member may en roll in the Special Needs Program on a case-by-case basis to ensure access to those services.
