Who this publication applies to

This Instruction applies to all Coast Guard military and civilian personnel that provide federal government credentials or sponsorship of credentials to mission partners. Reference (g) defines “Mission Partners ” as other federal agencies and industry partners who have an affiliation with the Department of Defense or the United States Coast Guard. The MP ICAM application shall only be used to produce a credential if access to Coast Guard facilities or installations, or to the CGOne Network, is essential as a condition of employment, assignment, or in assisting the Coast Guard via official volunteer programs. This Instruction does not alter existing access policy nor absolve commands or personnel from strict adherence to Coast Guard Physical Access Control policy found in Reference (n).
