This Manual provides overarching 1253 program guidance and direction for the DoD Information Security Program. While day-to-day 1254 program execution is the responsibility of all DoD personnel, program implementation must be 1255 guided by active and engaged senior managers at all levels who have the responsibility for overall 1256 program execution and by security managers who ensure the program is visible, effective, and 1257 efficient. 1258

Key changes include, changing the requirement to establish a top secret accountability system (i.e., registry); the requirement to conduct an 100% top secret annual inventory is now at commander/director’s discretion vice mandatory (see enclosure 3, section 6); and, updates to the security classification guide (SCG) requirements in enclosure 6.
