What this publication covers

This instruction series provides policy and procedures for commands and organizations that issue AD orders or source to requirements in order to ensure all entry into sanctuary or earning of a regular retirement is the result of planned actions necessary to meet the needs of the Navy.
This instruction applies to cases of reserve members (officer and enlisted) performing AD in excess of 16 years of cumulative AD. It also applies to reserve members within two years of becoming eligible for retired pay or retainer pay under a purely military retirement system, commonly known as AD Sanctuary. This instruction does not apply to Training and Administration of the Reserve (TAR) Sailors.
