Who this publication applies to

This instruction applies to Navy and Marine Corps Defense System programs, as identified in references (c), (d), (e) and (f). Specific Department of Defense (DoD) instructions or directives for guidance and management can be found under references (c), (g), (h), (i) and (j) form ajor capability programs, middle tier and software programs. Additionally, this instruction applies to modernization programs. Joint and Inter-Service training programs will follow the procedures outlined in references (d) and (f). This instruction facilitates the alignment of the system, manpower and training requirements throughout the lifecycle of the system and rating continua. This instruction also serves as guidance for the Department of the Navy (DON) in building training effectiveness assessment models.
