This instruction is provided in a new format for easy reference which incorporates new management controls and provides the policy and eligibility requirements for each of the Navy’s credentialing programs in enclosures (1) through (6). Scope and Applicability. The requirements in this instruction apply to all Active Duty, Training and Administration of the Reserves, and Selected Reserve Sailors who meet the eligibility requirements detailed in this instruction and in line with references (a) through (i). Applicable Navy credentialing programs will be made available to Sailors regardless of duty assignment, in line with reference (a). Enclosure (1) defines the Navy Credentialing Programs Objectives.
