Shore facilities and support will be provided to enable tactical energy efficiency to the maximum extent possible, such as metering each ship berth; however, federally exempt tactical energy consumpt ion while ashore, such as in-port ship use ("cold-ironu), will be covered under a separate instruction and any progress counted towards tactical energy goals.
