This instruction is applicable to naming real property assets that are identified by a real property unique identifier. b. This instruction applies to all Navy regions, installations, activities, and all other organizations on Navy installations. For joint bases, requests for the naming of facilities and structures will comply with the policy of the installation host. 4. Background. The naming of real property such as streets, facilities (buildings and rooms), structures, and areas offers an excellent opportunity to honor heroic naval officers and enlisted personnel, as well as others, whose heroic actions or distinguished careers constitute outstanding contributions to the Nation and to the Navy. Highlighting the deeds and contributions of those so honored provides role models to the Navy at large, and the civilian community. Unlike the naval tradition of naming every ship as it is launched, there is no tradition to name every facility
