This instruction applies to all organizations and aircrew who are responsible for the operation and support of airlift aircraft flying missions in support of presidential requirements. The responsibility for operations security associated with special assignment airlift mission (SAAM) Phoenix Banner (supporting the President of the United States), Silver supporting the Vice President of the United States, and Copper supporting White House-directed missions when not supporting the President or Vice President) missions rests with all personnel involved. Commanders at all levels must ensure their units are fully aware of the importance and sensitivity of these missions. (T-2). Limit the dissemination of pertinent information to those having operational and/ or leadership responsibilities. (T-2).
