What this publication covers

This manual prescribes AF surface weather observing and reporting procedures based on guidance issued by WMO, the International Civil Aviation Organization (ICAO), National Weather Service (NWS), Federal Aviation Administration (FAA), and Allied Publications. Additionally, the FCM-H1 establishes an agreed upon minimum standard for surface weather observation requirements and procedures for Continental United States (CONUS) Federal meteorological agencies. Based on FCM-H1, this manual incorporates procedures applicable to AF weather operations in both US and overseas locations.

What changed in this edition

This interim change revises AFMAN 15-111 by (1) updating Special (SPECI) criteria for snow, (2) including temperature readings on discontinuity sensors, (3) clarifying rounding of figures and values, (4) Runway Visual Range (RVR) active runway clarification, and (5) deleting “eyes forward” Operational Weather Squadron (OWS) duty. A margin bar (|) indicates newly revised material

Publications state their own changes on page 1 — behind a PDF the official host will not serve to a search engine. This is that section, verbatim. It describes the edition above, not every historical change.
