What this publication covers

This instruction establishes and enhances requirements for shipboard firefighting, improves F&ES efficiency and effectiveness, and clarifies and updates F&ES risk management requirements. Significant revisions also include consolidation and clarification of public access defibrillator requirements, active shooter response, and firefighter health and safety.
This instruction is effective immediately and applies to: a. Commands performing or providing support of F&ES functions in all Navy regions and installations worldwide, including government-owned, contractor (CTR) operated locations, Navy-led Joint installations, all installations within Navy-led Joint regions and non-Navy installations where the Navy is a provider of F&ES through formalized agreement.
