This instruction provides the overarching policy for administering SDAP for enlisted personnel qualified for and assigned to billets designated as Special Duty Assignments (SDA). This is a complete overhaul of the existing instruction to account for the increased authorities and autonomy issued by higher directives.

This instruction applies to Navy enlisted Active Component and Reserve Component, to include Training and Administration of the Reserves and qualified Selected Reserve personnel on active duty orders.
