To reduce confu sion among examinees and test control officers or test administrators, this instruction defines when proficiency tests are considered complete. (4) Test of Record and Test Date. The most common type of DLPT generally is made up of two test portions, one listening portion and one reading portion. To comprise a valid test, the Navy mandates completion of both portions of a DLPT, when available and when the examinee is eligible, within 30 days. Test results and completion dates are vali dated for compliance with DoD and Navy timeliness and testing administration policies before they are designated as valid tests of record for official proficiency certification. Enclosure (2) explains the requirements and actions necessary for each test to ensure test validity.
This instruction applies to all Navy personnel, including Active Component, Reserve Component and civilian personnel. Elements of the DoD language testing program described in reference (a) are available to Navy personnel under the policies of reference (a) and this instruction. The glossary to reference (a) describes elements of the language testing program and may be useful in interpreting and understanding this instruction.
